One of the first commissions Leonard Starks obtained in Sacramento after arriving was the Perfection Bread Company distribution center and office. This was shortly before partnering with Hemmings and during the construction of the Fox Senator Theater. Perfection Bread Company had a need to expand its facility on R Street and hired Mr. Starks in 1923. This was considered a light industrial warehouse similar to the jobs he would later do with Hemmings that including the Frank Ahl cornice works building, WP Fuller warehouse and shop and the WM. A. Rapp building.
